REQUEST FOR QUALIFICATIONS
FOR CONTRACTOR SERVICES

Water and Sewer Facilities for Scattered Housing
Rocky Boy’s Indian Reservation, MT


The Rocky Boy Health Center is hereby soliciting Statement of Qualifications and experienced from qualified contractors to provide sewer and water facility construction services to scattered houses on the Rocky Boy’s Indian Reservation. This will be a three-year time and materials engagement with the option to renew the engagement for an additional three years. The Rocky Boy Health Center may select more than one contractor but no more than 3 in total through this solicitation. The contractors’ services that may be required under the solicitation include but are not limited to:
ï‚·
providing technical assistance to reservation homes with deficient sewer and water facilities on an as needed and on call basis;
ï‚·
private residential well repair up to the pressure tank and new well construction; and
ï‚·
design, construction, and installation of septic tanks and drainfields. Engineers are on contract to assist with design.


The “Statement of Qualifications” shall include at a minimum:
1. Relevant work experience (20 points)
2. List and qualifications of management team and staff (20 points)
3. Ability to comply with all relevant laws, regulations, and standards such as TERO, Buy American, and OSHA (10 points)
4. Proof of insurance – General liability, Automobile liability, and Workman’s Compensation where applicable (10 points)
5. Schedule of rates (hourly fee, mileage, consumables, material costs, etc.) (20 points)
6. Response time and availability (10 points)
7. Native American Preference (5 points)


The primary funding source for the work is through the Sanitation Deficiency System supported by the Indian Health Service. Native American preference will be given during selection. Responses are limited to 10 double-sided pages. Proof of Insurance doesn’t count towards the page limit. Please direct any inquiries to Cynthia Stump at 406-395-1685 or at cstump@rbclinic.org. Request For Proposal

Request for Proposals for Vending Machines located at RBHC

 

This Request for Proposal (RFP) is being issued by the Rocky Boy Health Center (RBHC).

The purpose of this RFP is to solicit proposals to engage qualified individuals or organizations to provide vending machines at the Rocky Boy Health Center.

Interested parties may contact Tessie LaMere and/or Cynthia Stump at tlamere@rbclinic.org or cstump@rbclinic.org  (406) 395-4486. Award of contracts will be subject to availability of funds.

The proposal must include:

  1. Mechanism – type of “vending machine”

  2. Regular replenishment from the vendor

  3. Payment terms of 30 days

  4. Type of drinks, snacks, etc.

 

Proposals may be submitted to Rocky Boy Health Center, Attn: Tessie LaMere, 6850 Upper  Box Elder Rd. Box Elder, MT. 59521, FAX 406-395-1827 or emailed to tlamere@rbclinic.org. Sealed proposals must be received on or before May 26th, 2023, by 4:30 p.m. (faxed, mailed/emailed). A late submittal will not be accepted.

The Rocky Boy Health Center reserves the right to reject all offers. The Rocky Boy Health Center reserves the right to determine if a proposal meets stated requirements and to award a contract for the offer that is in the best interest of the Rocky Boy Health Center.

Responding parties are responsible for all costs associated with the preparation and submission of proposals. No offerors may withdraw their proposal within 90 days after the proposal due date

Scope of Work:

Vending machines will supply various products and services will be devoted to providing to RBHC staff and customers.

Project Overview:

Due to the pandemic the Rocky Boy Health Center identified many factors that limited us to address the health disparities our community faced. We realized our services needed to be better and more accessible. Post COVID-19 recovery is now something we need to address.

​

The ability to provide quality products to our staff and customers is a high need.

The Chippewa Cree Tribe and Rocky Boy Health Board is seeking quotes for services from a qualified real estate appraiser with experience working with Indian Tribes to provide a Fair Market Rental Analysis for tribally-owned office, residential and other buildings on tribal trust lands used to operate Bureau of Indian Affairs (BIA), Bureau of Education (BIE) or Indian Health Service (IHS) federal contract or compact programs under Section (l) of the Indian Self-Determination and Education Assistance Act (ISDEAA) 25 USC § 5324.[1]

 

[1] 25 USC § 5324 provides that Tribes carrying out Federal functions under a self-determination contract or self-governance compact may enter into a lease agreement to cover facility operation costs.

PUBLIC NOTICE
The U.S. Department of Commerce,
Economic Development Administration
(EDA) is considering a request for
Federal assistance from the Chippewa
Cree Tribe to construct the
Administrative Site Infrastructure Project
(ASIP) in Box Elder, Chouteau County,
MT. Pursuant to the National
Environmental Policy Act of 1969, as
amended, EDA is conducting an
environmental assessment (EA) of the
proposed project.
The proposed project will fund the
infrastructure needed for a new
Administration Building to be
constructed on an existing concrete
foundation adjacent to the Rocky Boy
Health Center Complex on the Rocky
Boy’s Indian Reservation. The project
will include an asphalt parking area for
40-50 vehicles, landscaping, walking
paths, and reclamation of an existing
stormwater pond. The project will be
located alongside the existing Rocky Boy
Health Center Complex located at 6850
Upper Box Elder Road. Project
